Rear fender body kit?

I walked by an F150 today that had been converted to the L body style. Most notably, the rear fenders and rollpan looked like they were molded together into one unit. Also the steps in the fenders were molded smooth as well (no caps).

Anybody seen anything like this as well?
Is that a custom job?

Yeah it was silver, downtown Ft Worth.
