Red L in Dallas

i went to go drop off my wheels at Star Tire today and i saw a red L on Walnut Hill Ln. it was a man, looked like he was between 30-40's age,and he was on the phone, i saw him & he didnt see me, wondering if hes on the board

on my way to terry's i seen another red L on I20, it was stock, africian american driven it older guy 30s-40s
