Where does it go? Does it replace the tensioner pulley? If it does, why is it a smooth pulley and not grooved like the stock pulley?

That looks like part of the LFP upper idler pulley kit.

You need tweo more threaded spacer thingys to make it work. It is a relocated idler for the blower.

I have those.... But just did not see where they bolted up.

You remove the stock idler and the two nuts that hold the idler bracket on. The short spacer threads onto the top bolt, the long spacer stud goes on the bottom stud. Then you put the Metco idler kit on I used the stock pulley bolt to hold it on. Then with a thin wall socket use the stock nuts on the studs for the other two points.

I sold mine a while back as I was told the idler wouldn't work with a whipple. Obviously I
got some bad info.

You got good info, I got a one-off Whipple bracket made for the tensioner.
