They should make the owner that is turning them over either attend or administer the lethal injection. That would raise the accountability of dog ownership. It is a fact that uncontrolled breeding of pets has caused a problem in our country. We can't feed and shelter them all so unfortunately we have to put them down. We ought to do the same thing with a lot of people around here...:icon_eek:
