My sister just moved here & took her van (96' Windstar) to get it's 1st inspection today. It had no codes, but they failed it because the check engine light did not come on when the key is first turned to the run position. Anyone ever heard of this? Any ideas? Im wondering about the bulb itself, but it seems like an odd bulb to burn out to me. Shoot... Seems like an idiotic reason to fail someone anyway.

Take it to a different station. And yes, they will fail it if the light does not come on, when the key is first turned on. (If they are anal about it)

That is pretty anal. But along with all the mechanical stuff that has to work properly all of the dash lights etc are also required. It either burned out or was removed by a previous owner. Pull the cluster and replace the bulb or go to another station. The high beam indicator also has to work blah blah...
