The United Nations’ World Food Program, or WFP, is preparing to launch a mammoth, three-year relief operation in Afghanistan this year for 7.4 million people at a cost of $1.2 billion — but less than half of that amount will actually go to purchasing food for the war-ravaged country.
The majority of the money — nearly $730 million — is being spent on shipping, land transportation, handling, office construction and U.N. staffing and administration costs, according to program documents obtained by Fox News. Outside experts consulted by Fox News say that some of the costs are more than 100 percent higher than they need to be.

WTF .... 100% overhead is cheap for a gov program. 300% is probably closer to the norm.

That reminds me of when the US government put Katrina victims up in hotels. They paid rack rates to the hotels when the hoteliers would have been happy with Expedia or government rates. They cited economic stimulus in ravaged areas as the reason for overpaying. That is stupidity at its finest!

* If the hotel is open for business, they did not suffer as much from the disaster as the people staying there.
* If they are running 100% occupancy at even their lowest average room rate, they are profiting.

Why not pay market or even volume discount rates for things and use taxpayer or donation monies more responsibly. Maybe those funds would get a lot more done if most didn't get wasted making a few rich....
