If your brother works for a company that has their own credit union check them out. They usually tend to be very easy to deal.

Capital One is great...try RBFCU in So Texas (if he has have a military affiliation)...they have INCREDIBLE interest rates (I just bought my 02 L with a 66m, 3.2% interest loan from them) and are EASY to work with. I know a guy who just got a year auto loan for $3700 from them for a 1997 180k Z/28 'vert. They will bend over backwards to help, if they can.

Just got a good rate from BofA of all places on my M5. Beat Chase, and Chase has another loan plus my mortgage, you would think they would have done better.
