Hard Shifts into 2nd

While rolling in traffic the transmission wants to shift hard into and out of 2nd gear. Didn't know if the transmission is going out, the converter was acting up, or if fuse controls the shift itself. The fluid is full, clean, and doesn't smell burnt.
Anybody had this before? Any help would be great!
