Hmm...sounds to me like guys don't have much to lose if they run from the cops...if you're running nitrous you get your car confiscated and go to jail anyway.

Nothin' all that new... Vancouver has been passing laws and severely cracking down on street racing for years... That's was the Ontario stuff is based on is legislation the city of Richmond, BC passed a while ago.
