VB 2.3 is a transparent upgrade.. The only thing you would see is a new images based registration system, if you were to register a new name.
The New look is from the new VBskin we added. Logan offered to let us use a skin he got when he paid for another skin. Logan and I spent TOO MANY hours customizing it to look like what you see.. As of now you can choose another skin if you like.. I am considering forcing everyone to use this skin to be sure that everyone is seeing the same thing....
